Here is a link to an article in the weekly English newspaper "Algarve Resident" on the intentions of the Câmara Municipals of Portimão and Lagos to secure some preservation for Ria de Alvor as a "natural sanctuary" and to prevent the owner of Quinta da Rocha, Aprigio Santos, from proceeding with his plans to develop the area for tourism.
The most interesting revelation (if true!) is that Special Protection Area status is likely to be granted in the first quarter of 2008.

It would seem that the initiative being coordinated by "A Rocha" and
supported by SPEA, LPN, Almargem, CCDR and IBNC against Aprígio Santos
(new owner of Quinta da Rocha and the development company "Imoholding") is being taken a little more seriously.
Let us hope that this man's plans for the area are legally stopped or at least curtailed.

Some good news at last about Ria de Alvor and the attempts by A Rocha et al to legally curb the destructive work being carried out by Aprígio Santos:

If there is no parallel reporting in the English language press I will attempt to produce a précis in the English Speaking Forum in due course.
It is very encouraging to see the Portuguese legal system taking environmental matters seriously at last.
